Puzzle: step by step
Go into the red building next to the parking lot, put a fuse in the box and flip the switch beside it.
That one switch powers both green doors. Drop into the tunnels and follow them to either one.
Swipe the green card.
Power grid loot room: once the island grid reaches stage 2 (4 Heavy Fuses in the Power Plant), flip the switch next to its door to open it. No card or fuse needed; the button inside opens it from within.
